Somerset Belt Participatory Budgeting Exercise

Welcome to Participatory Budgeting, or PB for short! PB is a direct form of democracy that directly involves and empowers you to make REAL decisions about how to a defined part of a public budget. Principles that are integral to PB are transparency, equal opportunity and empowerment. This means that individuals who represent all parts of the community can be involved in the process. You will get to discuss and vote on spending priorities as well as scrutinise and monitor the entire process. Use this forum to bounce ideas off each other, discuss more about proposals that have been submitted and leave feedback on the process of PB. Remember to be respectful and kind!

I have tagged SLA GeoWorks on Facebook to port the Somerset Belt in its 3D Sandbox for public access online, only then can the continuous development become truly organic. As posted in the past, I'm personally more interested in whether the site will accommodate a high-rise community club x learning hub of sorts with facilities for allied educators (resident programme entrepreneurs) and general public booking. How much space allocation may be projected will depend on the initiative's organic traction, and to this end, some facilities may end up more indoors (enclosed) than generally observed of the preliminary masterplan. Perhaps I should float a PB proposal for the 3D porting of the preliminary masterplan into an application where we can lasso/outline real estates and tag our developmental ideas, though this is outside the scope of onsite installations? By the way, Is this campaign budget different as stipulated in https://youthactionplan.sg/download/RYWP-Factsheet.pdf?

Hey Rason. Thanks for your interest in this. Yes the two are different. This exercise is confined to this platform though it's under the same brand. Feel free to share your idea in the campaign under the Take Action tab!

Thanks for the reply Joseph, I just submitted and shared on Facebook, though the preview presumably intended to link to my published proposal submission is yet to be working (need to serve variable proposal ID in og:url). Cheers!

Also, the "View All' button on the "Campaigns" bar doesn't seem to do anything. I presume it's to list (explode) all proposals under all campaigns in the same view, paginated or otherwise?
  • Rason Lee
Attachment thumbnails cannot be clicked on to show full size in carousel/modal.

Hi Rason, thanks for your feedback and questions! There's currently only one active campaign, so there are no others that are viewable at the moment. Attachments can now be clicked and a full-sized version will automatically open in a new tab. Hope this helps!
  • Rason Lee
So "View All" is to list both current and past campaigns rather than explode all nested proposals? I was thinking the latter would be more useful - to show a full list of (current) proposals whereby pressing on each opens in a new tab. Noted the attachments fix, thanks.

Hi guys, I think we had a quality start and can step things up right away with more campaigns. Could be 2nd round of the same with higher quantum to ease proposers' self-limitation or segment-specific ones building on the reported masterplan. Can also brainstorm in totality the co-funding grant programme, in particular open match-making between talent and capital.
  • Joseph Prakash
Rason thanks much for the support. Yes we are thinking through how we can improve this for subsequent rounds. We will be doing a review with any willing participants from the current round once it ends. Let us know if you're keen to join us for this!

Ok, but let me just communicate my agenda here in advance for everyone's thoughts momentum. 1. To clarify whether the government had already stipulated a total budget and cost recovery target, such that a certain balance between grant-supported and regular tenancy needs to be maintained. If there’s such a constrain, a layout strategy may have to be considered vis-à-vis real estate development cost - this would expectedly spill over into the fully supported installations. Otherwise, if the government is committed to maximising social value, we can have more leeway in not stipulating campaign budget but just do costing as far as the design process takes us and see how the sums chalk up before reviewing for cost cuts. 2. To officialise a requirement for interior designers and business operators to incorporate social distancing designs in their submissions. 3. To fix ‘watched’ activities notification here via email, as well as sending weekly roundups. 4. To rehash the database of proposals with activities costing, offering remuneration to participants here for approved* work done along the development pipeline (e.g. commissioned designs, vendors sourcing, government agency liaisons). Can consider a combination of cash and points (virtual currency) structured for project dividends payout. * Viewers poll and comments being a reference for the task force panel, whom may independently grant approval stating their reasons for rejection/support.

    5. For "open match-making between talent and capital", basically, interested investors will be co-opted into the task force panel, transparency promoted through the open database of proposals.
  • Rason Lee
    6. Further clarification on "points (virtual currency) structured for project dividends payout": at its best it would be an equity security under Digital Token Offerings (https://www.mas.gov.sg/regulation/guidelines/a-guide-to-digital-token-offerings); at the same time, the tokens may also generate separate loyalty points for spending @Somerset.

Hi guys, just read the outcome email. I guess everything fell in place quite nicely according to the minimum budgets, possibly due to everyone's accommodation for the others' participation. My side is fortunately getting a head start with https://www.onemap3d.gov.sg/ just being launched, an initiation e-mail to OneMap confirming my proposal would get us up to speed with the current API data schema and requirements for the extension. Currently OneMap3D does not appear to have buildings interior rendering, though I know they are planning to develop it, so we would also be discussing the access points for interior views. Attached is a comparison of OneMap3D's polygons (top) versus GoogleMap aerial photo reconstruction (bottom). For now the non-structures (e.g. trees and cars) are a flat 2D image on the ground and there appears to be a slight view magnification from actual position, making viewer feel like an elephant - this needs to be fixed for street and interior tour. Reckon the other proposers would be facing greater challenges so here's starting the ball rolling on an open discussion, specifically how to move things with limited budget - whether the panel and community concur on the room for proposals improvement and if there's a possibility for more funds to incorporate said improvements.
